Is Scratching on an 8-ball shot in "regular" pool a loss?

If a player scratches while attempting to pocket the 8-Ball is that a loss? Is scratching ever an automatic loss? Where can I find detailed "dummy" rules?
In 8-Ball (Pool), what happens if a player sinks the 8 ball and an opponents ball on their last shot?

Assume the player did call the correct pocket for the 8-ball, hit the 8-ball before the opponent's ball, and did not scratch on the shot.
I can't find the rule for this because it says it is an automatic loss if a foul is committed when sinking the 8-ball, but it does not mention if hitting an opponents ball after hitting the proper ball is a foul or not.
If you don't have a obvious shot on the 8-ball, and you call scratch, and it goes in, do you win?
